Artist Chairman Kato created this short film after he experienced a number of institutional barriers while trying to take a community arts project to the Tate Modern in London which addresses cultural equity and access. What is especially interesting is that the Tate Modern’s director, Maria Balshaw, has been vocal in the media in the UK that inequality in the arts is a big issue acknowledging that they do not do a good job of being relevant to marginalized communities.
